Student Drug Abuse Survey, Hong Kong

On February 25, 2010 Mr Ambrose S K Lee, announced at a press conference the
results of the 2008-09 "Survey of Drug Use Among Students." With some alarming
but expected trends. The survey was put out to approximately 20% of the
students in primary and secondary schools in Hong Kong.
4.3% of students indicated that they had abused drugs. There drugs of choice,
ketamine, cannabis, inhalants, and cough medicine.
Mr. Lee stated, the youth drug abuse problem has not reached a totally unbridled
stage as seen in some advanced societies and is confident that Hong Kong can foster
a healthy and drug free environment for students.
To tackle the issue they have proposed a $3 billion capital injection into the
Beat Drugs Fund. Which would be used for developing 4 new counseling centres,
strengthening youth outreach programmes, anti drug publicity work, increased
policing, and increasing the capacity of drug treatment centres for youth.
Law enforcement agencies maintain a zero tolerance policy towards illicit
drugs and drug traffickers in Hong Kong.
If some of the proposed actions are acted upon it could significantly help with
the increase in youth drug abuse that Hong Kong is experiencing. Lets hope it
is not just another survey that warrants a press release then is soon forgotten.
Focusing more on awareness and treatment not punishment, is the way forward.
